More than 800 members of the Shanghai People¡¯s Congress listen
yesterday as Mayor Han Zheng delivers the city¡¯s 11th Five-Year Plan during a
plenary session. ¡ª Wang Rongjiang
Members attending the annual plenary session of the Shanghai People's
Congress yesterday made proposals to the SPC covering various sectors. Following
are some examples:
* Bai Wenhua, an SPC delegate from the Bureau of Shanghai World Expo
Coordination, proposed the city enact its first specific legislation about
family violence. He submitted a bill to the SPC yesterday. He said family
violence has become an increasing prevalent problem in the city, but Shanghai
doesn't have any legislation to deal with it. His draft law calls for the
government to establish a special organization to help those suffering family
violence and provide necessary consultation for them. He also suggested the
government educate young students about family violence.
*Zhao Haibin, an SPC delegate from Nanhui District, submitted a bill calling
on the Yangshan Deep-Water Port to be opened as a sightseeing island. He said
many people want to have a look at the new port, but some have been turned away
due to a lack of an "official pass" to enter the port. Currently, most tours to
the port require approval from various government departments. He suggested the
government establish a Yangshan tourism reception center to take charge of
developing the sightseeing industry on the island.
*Zhou Qingjiang, an
SPC delegate from Minhang District, submitted a draft version of laws to
standardize the city's development of an environmentally efficient economy. His
bill is heavily based on similar laws from Japan that plan a large role in its
attempts at sustainable economic development. He said such laws are an
indispensable part of the city's environmental protection. He said the
government can draw different laws to regulate economic development such as the
treatment of solid waste, water and waste home appliance.
*Zhang Wenrong, an SPC delegate from Huangpu District, submitted a bill
calling on the SPC to enact laws to control the rampant spread of "information
rubbish." He said in his bill that our life is largely disturbed by various
kinds of information rubbish including spam e-mail, advertising flyers, false
advertisements, and unwanted mobile messages. However, there is no law to
restrict people from sending spam or unwanted text messages. In his suggested
law, Zhang proposed the government set up a complaint-reception hot line to
monitor those who produce information rubbish. The government should also
establish a special task force tackle the problem. He said the law should also
set concrete penalties for those who produce information rubbish.
