About 30 percent of
the more than 1,000 proposals submitted by the city's top advisers at their
yearly gathering related to traffic issues and urban construction. The annual
plenary session of the Shanghai Committee of the Chinese People's Political
Consultative Conference concluded its seven-day-session yesterday
morning. Many of the proposals addressed the city's traffic congestion, poor
public health service and unreasonable education fees. The cppcc members, who
serve in a consulting capacity, include representatives of the Communist Party
of China and democratic parties, people without party affiliations and ethnic
and other groups.
