The 2007 Special Olympics World Games will be held in Shanghai of the
People's Republic of China, the first time in Asia and a developing country. Its
scope will be larger than the previous games, this sports event will be a grand
gathering extolling humanitarianism, and will attract attention across the
world. It will demonstrate, to the greatest extent, the care and concern of the
Chinese Government and the Chinese people for persons with intellectual
disabilities and win affirmation of China¡¯s social civilization progress from
the international community.
The hosting of the game in Shanghai will further advocate the spirit
of¡®Equality, Acceptance and Tolerance¡¯of the Special Olympics World Games,
create a friendly atmosphere wherein the whole society shows its care for
intellectual disabilities. It is hoped that the games will help them walk out of
their houses bravely and joyfully and integrate themselves into the society by
advocating self-esteem, self-support and self-reliant belief that¡®I know I can¡¯.
The Games will help to create and share the achievements of human prosperity and
development, and realize the goal of peaceful world, harmonious humankind and
friendly globe.
To turn the 2007 Special Olympics World Games into a most successful,
wonderful and unforgettable event, the Shanghai Special Olympics World Games
Executive Committee hereby invites, in line with international practices and
actual needs, global contributions for the mascot, the theme song and the poster
for the coming games.
I . Contents of solicitation
To be solicited includes three items, namely, the mascot, the theme song, and
the poster of the 2007 Shanghai Special Olympics World Games.
1. Solicitation of the mascot
(1). Purpose
The mascot solicited for the 2007 Shanghai Special Olympics World Games will
be used on the banners, at the sites, in the media, and with all other
derivative products in connection with the event.
(2). Requirements on design
All entries shall embody the spirit of the Special Olympics World Games and
the theme of¡®I know I can¡¯in a distinct and lively way. To be submitted in the
form of color desk designs, the drawing shall embody the above-mentioned theme
and have a distinctive symbolic meaning. It shall be unique and distinguishable
from the mascots of all other sports events. It shall also be lively, lovely,
visually attractive and impressive, and have a name that can be easily memorized
and passed on. The materials to be used shall be appropriate, and the artistry
shall be simple for clear display in different sizes. It shall be easy to
produce, carry about, keep, print, and to display as three-dimensional exhibits,
such as models, gifts, etc. In addition, it shall be easy to use in all carriers
and under all circumstances. There are no limits on the number of contributions
by individuals or institutions (the same below).
(3). Requirements on submission of entries
1). Contributors shall download the Mascot Design Solicitation Form of the
2007 Special Olympics World Games from www.2007specialolympics.com, the
official website of the Games (see Annex I and II for details), and complete it
according to requirements below:
a. Fill in (and print) the form in regular script with a blue or black-ink
pen.
b. Fill in the name of the institution and affix its official seal in case of
institutional contribution.
2). Entries shall be mounted and submitted in line with the requirements
below:
a. Each entry shall be submitted in two copies (Copy A and Copy B) printed on
A4 paper (210 x 297mm).
b. Copy A shall be mounted on a black paperboard, with the completed Mascot
Design Solicitation Form I of the 2007 Special Olympics World Games (Annex I)
attached at the back of the paperboard. This copy shall be sent or delivered in
person, together with Copy B, the Mascot Design Solicitation Form II of the
2007 Special Olympics World Games (Annex II), and the Copyright Transfer
Agreement of the Bidding Works of the 2007 Special Olympics World Games Mascot,
Theme Song and Poster (Annex VII) with signature of the designer, to the
Solicitation Office. Contributors are advised to keep the manuscripts because
there will be no return of their contributions.
3). Entries meeting the requirements mentioned above shall be counted as
valid. Only valid entries are eligible for evaluation and competition.
(3). Together with their entries, contributors are also required to
submit:
1). A 500-character description for each entry
2). Two electronic copies (discs) in TIF form and with accuracy at and above
300dpi, with the name and telephone number of the designer on the front face of
the discs
3). Duplicate of the valid ID of the contributor
2. Solicitation of the theme song (the words and the music)
(1). Purpose
The theme song of the 2007 Shanghai Special Olympics World Games will be used
for the publicity, promotion and conduct of the sports events of the games.
(2). Requirements on creation
1). The solicitation of the theme song for the 2007 Special Olympics World
Games will be carried out in two parts, one for the lyrics of the song and other
for the music.
2). All entries shall embody, in a distinctive and lively way, the spirit
of¡®Equality, Acceptance and Tolerance¡¯of the Special Olympics World Games and
the theme of¡®I know I can¡¯of the coming event in Shanghai.
3). All entries shall carry the artistic features of popularity, easy
dissemination, strong appeal, and lasting charm.
4). All entries shall be original both in lyrics and in music, with no limits
on the form or style.
5). All entries shall have Chinese and English words at the same time
(contributors that have difficulties in providing the two versions at the same
time may submit entries in either language, and ask the Solicitation Office for
translation in their stead. The Same below.).
(3). Requirements on submission
1). The contributors of the theme songs shall download the Solicitation
Form of the Theme Song and Lyrics of the 2007 Special Olympics World Games
(see Annex III and IV for details) from the Official website of the Games, and
complete and print it according to the requirements on the submission of entries
for the mascot. In addition, contributors to the theme song shall provide the
following materials:
a. One acoustic copy of the entry (cassette disc, CD, CD-R, MD or DAT)
b. One copy of the music score of the entry combining the lyrics and the
music. The music may be written either in numbered musical notations or staff,
and the lyrics shall be written in both Chinese and English below the
corresponding music.
c. Solicitation Form of the Theme Song and Lyrics of the 2007 Special
Olympics World Games (Annex III and IV) shall be completed and signed
according to the requirements specified above
d. Copyright Transfer Agreement of the Bidding Works of the 2007 Special
Olympics World Games Mascot, Theme Song and Poster shall be signed according
to the requirements specified above
e. Duplicate of the valid ID of the contributor
2). Contributors of the lyrics shall submit all the materials listed above
except those in a and b, of which the Chinese and English words shall be printed
on A4 paper.
3. Solicitation of the poster
(1). Purpose
The poster of the 2007 Special Olympics World Games will be used for the
publicity and promotion of the games and conduction of the various events.
(2). Requirements on entries
1). All entries shall embody, in a lively way, the spirit of¡®Equality,
Acceptance and Tolerance¡¯of the Special Olympics World Games and the theme of¡®I
know I can¡¯of the coming event in Shanghai.
2). All entries shall include the following content in an impressive way:
a. The full title of the event in both Chinese and English
b. The emblem of the Special Olympics World Games
c. The emblem of the 2007 Shanghai Special Olympics World Games
3). All entries shall have unique characteristic of the 2007 Shanghai Special
Olympics World Games
4). All entries shall use simple and direct visual language. The image shall
be affinitive, regardless of artistic style.
5). The size of the picture shall be no smaller than folio.
(3). Requirements on submission
1). The contributors shall download the Solicitation Form of the Theme
Song and Lyrics of the 2007 Special Olympics World Games (see Annex V and VI
for details) from the Official website of the Games and complete and print it
according to the requirements on the submission of entries for the mascot and
the theme song.
2). Contributors shall submit the duplicates of their valid ID.
3). Contributors shall submit entries according to the following
requirements:
a. Two copies (Copy A and Copy B) of each entry in A4 (210 x 297mm) paper
without mounting. Be sure the copies are not folded up when submitted.
b. Completed Solicitation Form I of the Theme Song and Lyrics of the 2007
Special Olympics World Games (Annex V) attached to Copy A, Copy B, completed
Solicitation Form II of the Theme Song and Lyrics of the 2007 Special
Olympics World Games (Annex VI), and Copyright Transfer Agreement of the
Bidding Works of the 2007 Special Olympics World Games Mascot, Theme Song and
Poster (Annex VII)
c. An electronic copy (100 x 70cm) in TIF form and with accuracy at and above
300 dpi, with the name and telephone number of the contributor marked on the
front cover of the video disc.
II. Target of solicitation
Chinese and overseas institutions and individuals, college teachers and
students, amateurs and all other people specializing in desk design, modeling
art or the lyrics or music and willing to show their love and contribute their
wisdom to the Special Olympic cause and to the 2007 Shanghai Special Olympics
World Games.
III. Provisions on copyright
All contributors shall own copyright to their entries and see to it that none
of their entries infringes upon the IP rights or other rights of any third
party. Should any economic or spiritual losses be incurred by any institutions
or individuals due to infringement of these rights, the contributors shall bear
the full responsibilities and clear the solicitation campaign and its initiator
of any involvement.
IV. Venue and time limit of solicitation
1. All contributors shall send or deliver in person their entries and other
materials required to:

Contributors outside Shanghai that have difficulties in sending or delivering
their entries in person may fill in the forms in line with the requirements
specified above and email the completed forms and their works to collect2007@specialolympic.sh.cn
set up specially for the coming event. The Solicitation Office will assign
special staff to receive them and go through contribution formalities in their
stead according to the materials received.
2. Time limits of solicitation
The solicitation starts on September 25, 2006 and concludes on November 30,
2006. The date in the postmark on the contribution mail at the sender¡¯s end or
the date of the on-line email record shall be taken into account.
V. Evaluation and Selection
1. Open selection of candidate works will be organized at the official
website of the 2007 Shanghai Special Olympics World Games and through other
designated major media (pertinent details in this regard will be published
separately). The opinions and suggestions collected therefrom will be submitted
to the Evaluation Committee of Solicited Entries for reference.
2. The Executive Committee of the 2007 Shanghai Special Olympics World Games
will set up an Evaluation Committee of Solicited Entries to conduct preliminary
and final evaluation of the entries and announce the result in pertinent Chinese
and overseas media designated by the Committee, which will be composed of
leading members of the Executive Committee, officials from the Special Olympics
International (SOI), and reputed Chinese and foreign experts and scholars.
VI. Prizes
1. RMB 50,000 will be granted to the designer of the mascot of the final
choice, and RMB 10,000 for each of the top three candidates.
2. RMB 5,000 for each of the top three candidates of the lyrics, RMB 15,000
for the contributor of the final choice; RMB 20,000 for each of the top three
candidates of the theme song, RMB 120,000 for the final choice.
3. A total of three posters will be decided upon for the games, each with a
prize of RMB 20,000. Altogether, 10 candidates¡¯works will be chosen, with RMB
5,000 award each.
4. Designers of the final choices and the candidates will be invited to the
opening ceremony of the 2007 Shanghai Special Olympics World Games.
VII. Notes
1. Please submit contributions for the mascot, the theme song and the poster
separately for separate evaluation and award.
2. Once adopted, the copyright and ownership of the entries and the right to
revise and use them shall be transferred automatically to the Shanghai Special
Olympics World Games Executive Committee. The original designers shall not use
them any longer without approval.
3. Entries submitted shall not be returned. The Designers of the works that
fail to be chosen may dispose of their works freely upon the announcement of the
final result.
4. Those that wish to quit the activity shall complete the Application for
Withdrawal of Entries for the Mascot, the Theme Song and the Poster of the 2007
Special Olympics World Games (hereinafter the Quit Application, see
Annex VIII for details) and send it in registered mail to the Solicitation
Office of the Shanghai Special Olympics World Games Executive Committee at the
aforementioned address before the closing date of the solicitation campaign.
After receiving the Quit Application, the Solicitation Office will give
its confirmation according to due procedure. If the sender fails to receive any
notice of confirmation from the Solicitation Office within 10 working days after
sending it, he or she may fax the Quit Application by the number
8621-64265239 and contact the Solicitation Office. No quit applications other
than written ones shall be accepted.
5. The Shanghai Special Olympics World Games Executive Committee entrusts its
subsidiary, the Solicitation Office of the Shanghai Special Olympics World Games
Executive Committee, the mission of taking charge of the routine work of the
solicitation campaign.
6. The right of find interpretation of the campaign rests with the Shanghai
Special Olympics World Games Executive Committee.
