Traffic police powers should extend into private parking lots to avoid car chaos in residential areas, according to a proposal put forward yesterday by a member of the Shanghai Committee of the Chinese People's Political Consultative Conference at its annual plenary meeting.

The CPPCC is the country's top advisory body.
