The city government must ramp up police presence in Metro stations to stamp out beggars, leaflet distributors and map sellers, according to a bill submitted to the Shanghai People's Congress yesterday, Shanghai Daily reported.

"The situation in the Metro is getting worse," Gu Yimin, a teacher at the Shanghai Maritime University and a congress delegate, wrote in his bill for the congress' annual plenary session yesterday.
