For the third year in a row, a delegate with the Shanghai People's Congress is pushing operators to drop the toll charged on the Shanghai-Jiading Highway, the oldest expressway on the Chinese mainland, Shanghai Daily reported.

Delegate Shen Yongquan told the ongoing annul session of the SPC on Tuesday that the charge is illegal and unnecessary.
