The city government should do more to stop second-hand bicycle stores from dealing in stolen bikes, a delegate proposed to the Shanghai People's Congress yesterday, Shanghai Daily reported.

"We must stop the second-hand bicycle shops serving the disposal of stolen goods," Hong Kemin, an SPC delegate and community official in Huangpu District, said yesterday.
