Shanghai Party Secretary Xi Jinping tells delegates at the Ninth Shanghai Party Congress today that lessons need to be learned from the social security fund scandal that saw the alleged misuse by city officials of 3.7 billion yuan (US$483 million) that was improperly invested. --Shanghai Daily

The Ninth Shanghai Congress of the Communist Party of China kicked off at 9am today.

The congress, scheduled to run from today till Monday, will elect the Ninth CPC Shanghai Committee, as well as new members of the city's Party discipline inspection committee.
