This is just part of the city development plan unveiled by Shanghai Party Secretary Xi Jinping. "Overall, we want to build Shanghai into a socialist modern metropolis in which people's lives will be better off," Xi told more than 800 delegates of the Ninth Shanghai Congress of the Communist Party of China, which opened yesterday.
