Chen calls to put every task into sounded practice

The principal of rejuvenate Shanghai by promoting science and education should be put into practice, and all level of the municipal government should detailize laid-tasks and carry out them according to actual situation, Shanghai Party Secretary Chen Liangyu proposed when taking part in a group discussion of the ongoing annual plenary meeting of Shanghai People's Congress.

Commenting on the government report which Shanghai Mayor Han Zheng submitted to the meeting yesterday, Chen said the report well blends the nation's policy and Shanghai's actual situation, and fully promotes the principal of developing the city with science and education.

As it's revealed in the report, the Shanghai government takes the benefits of its citizen as the starting point and ultimate goal of government work, Chen said. The report abides by the rule of "use every power for the people, bare all concern on the people, and seek every chance to benefit the people," which mayor Han promised in his speech last year on taking office of Shanghai Mayor. The public owns the right to express their opinion on the government, its work and staff, thereby, all government employees may truly become civil servant, Chen added.

Moreover, the report may guide the government organs for their next step work, as it points out several key tasks of the city's development in 2004, namely: to establish a public service network, to carry out major science and technology projects, to create a more reasonable working system and rationalize existing ones, and to build a amplified and high quality talent pool.

Talking about Shanghai's prospect in 2004, Chen emphasized that Shanghai should:

* Continue rapid growth at the meantime of promote collective competitiveness;

* Keep sustainable growth by highlights environmental protection and other social careers;

* Pay attention to the problems of high social concern; and

* Apply a reasonable way of measuring government officials' achievements to promote solid work.
