City vows better property management

The city pledged to tighten
the administration of property management services and introduce market
competition to the industry, officials said at a meeting yesterday. According
to the Shanghai Housing and Land Resource Administrative Bureau, the most
popular complaints were repair delays, poor service and overcharging. The bureau
previously introduced measures to alleviate these problems, such as setting up a
hot line for emergency repairs. Last year, the city- and district-based hot
line received 137,300 phone calls and accepted 95,772 repair demands or
complaints. More than 99 percent of the cases were resolved. "The city also
completed renovation on 11.13 million square meters of old apartments and
houses, as well as updated or repaired 333 lifts, benefiting 40,320 families,"
said Cai Yutian, director of the bureau, the city's property industry
watchdog. "We also plan to have 80 percent of residential areas establish an
owners' commission this year," he said. "This will lead to stricter supervision
on property companies." About 68 percent of residential areas have an owners'
commission and each has the power to fire a property management firm, Cai
said. The bureau also completed a project to introduce market competition by
setting up property management fees based on service quality and the apartment
size, officials said.
