Shanghai mayor: Han Zheng

Han, a native of Zhejiang Province, was born in 1954 and educated in Shanghai at East China Normal University, where he earned a master's degree in economics in 1994.

Since being named vice mayor in 1998, Han has been in charge of the city's urban planning and construction, environmental protection, traffic and civil defense, among other responsibilities.

Prior to taking that job, he worked as a manager in several state-owned companies, including a factory that produced rubber overshoes and a chemical plant. Han has also been secretary of the Shanghai Youth League Committee, governor of Luwan District, and director of the Shanghai Development Planning Commission.

 

Vice Mayor Feng Guoqin

Feng Guoqin, a graduate from Party School of CPC, a senior high school teacher and an economist, was born in Shanghai in September 1948. Feng is currently a member of the Standing Committee of the CPC Shanghai Committee and Vice Mayor of Shanghai.

Feng served successively as Party secretary of Shanghai Gaohang Middle School, deputy Party secretary, Party secretary of Shanghai Fengxian County, Party secretary of Shanghai Jiading County and deputy secretary-general of the CPC Shanghai Committee and deputy secretary-general of Shanghai Municipality. Feng then served as secretary-general of Shanghai Municipality, director general of General Office of Shanghai Municipality and Party secretary of Work Committee for Shanghai municipal departments until October 1996, when he became Vice Mayor of Shanghai. He was elected a member of the Standing Committee of the CPC Shanghai Committee and vice Mayor of Shanghai in May 2002.

Feng is in charge of supervision, state assets, personnel, the Academy of Administration, organization, coordination (with other parts of the country), people's armament, archives, suggestions and motions. He also assists in finance, audit and serves as liaison with the Army.

Vice Mayor Zhou Yupeng

Zhou Yupeng, a graduate from Shanghai TV University in 1986 and an economist, was born in Jiangyin, Jiangsu Province in June 1947 as a member of the Hui nationality. Zhou is currently a member of the Standing Committee of the CPC Shanghai Committee and Vice Mayor of Shanghai.

Zhou went to the Business School of New York University in the United States for a one-year administrative training program in 1995. He served successively as Party secretary and director of Luwan District Labor Bureau, member of Luwan District Party standing Committee of CPC, director of Organization Department of Luwan District Party Committee of CPC, deputy Party secretary and administrator of Luwan District. Zhou then served as deputy secretary-general and secretary-general of the CPC Shanghai Committee, Party secretary of Pudong New Area CPC Work Committee and vice administrator of Pudong New Area. Starting in February 1998, Zhou served as Vice Mayor of Shanghai and also Party secretary of Pudong New Area CPC Work Committee until May 2002.

Zhou is in charge of development planning, integrative administration of population, statistics, price, system restructuring, foreign trade, foreign investment, power resources (power development) and development research office. He also assists the Mayor in programming and environmental protection.

Vice Mayor Yang Xiaodu

Yang Xiaodu, a graduate from Shanghai Chinese Traditional Medicine Institute, was born in Shanghai in October 1953. Yang was elected vice mayor of Shanghai in May 2001.

Yang started to work in May 1970 and joined the Party in September 1973. Yang went to work in Tibet in 1976. From May 1998 to May 2001, He served as deputy Administrative Head of Self-Government of Tibet Autonomous Region.

Yang is in charge of health, population and family planning, culture, radio, film and television, sports. He serves as liaison with the Publicity Department of the CPC Shanghai Committee and the public associations of labor, youth and women.

Vice Mayor Yan Junqi

Yan Junqi, a professor and tutor for doctoral students, was born in Wu County, Jiangsu Province in August 1946. She received a doctorate from Denmark Technology University in 1986. She was elected Vice Mayor of Shanghai in May 2001.

Yan served successively as assistant of the President of Shanghai Jiaotong University and Director of the Machinery Institute of Jiaotong University. From April 2000 to May 2001, she was deputy director general of Shanghai Informatization Office. Yan is vice chairwoman of Shanghai Committee of China Association for Promoting Democracy.

Yan is in charge of science and technology, education, intellectual property, counsel, culture and history, women and children. She also assists the Mayor in national economy and social informatization.

Vice Mayor Yang Xiong

Yang Xiong, a graduate with a Master's in economics from the post graduate institute of the Academy of Social sciences of China in July 1985, and a senior economist, was born in Hangzhou, Zhejiang Province, in November 1953. He is currently Vice Mayor of Shanghai.

Yang served successively as vice director of the Economy Research Center of Shanghai Municipality, vice manager of the composite information department of Shanghai Shishi Company, vice director and director of the long range planning section of Shanghai Development Planning Commission, director's assistant of Shanghai Development Planning Commission and director of planning investment section, vice director of Shanghai Development Planning Commission, general manager of Shanghai Lianhe Investment Co. ltd., president of Shanghai Information Investment Co. ltd., president of Shanghai Airline Co. ltd, chairman of supervisors board of Shanghai Airline Co. ltd. until Feb 2001, when he became vice secretary-general of Shanghai Municipality. Yang was elected Vice Mayor of Shanghai in Feb 2003.

Yang is in charge of city construction and administration, real estate development, water conservation, transport, city appearance, environment and sanitation, landscaping (including forestry), civil defense (against fire, flood, typhoon and earthquake) and traffic safety. He also assists the Mayor in national economy and social informatization, environmental protection.

Vice Mayor Zhou Taitong

Zhou Taitong, a senior economist and a graduate of Shanghai University of Finance and Economics, was born in Yongchun County, Fujian Province, in December 1952. He is currently Vice Mayor of Shanghai.

Zhou served successively as manager of Tobacco and Liquor Co. of Huangpu District, head of the Finance and Trade Office of Huangpu District, Assistant Governor of Huangpu District, director of the Economic Commission of Huangpu District, No.1 vice director of Huangpu District's Foreign Investment Commission, Vice Governor of Huangpu District, Deputy Secretary of the CPC Huangpu Committee, Governor of Huangpu District, and vice director of the Restructuring Office of Shanghai Municipality. In Feb 1997, he became vice secretary-general of Shanghai Municipality. In March 1998, he served as both vice secretary-general of Shanghai Municipality and director and party secretary of the Restructuring Office of Shanghai Municipality. He was elected Vice Mayor in Feb 2003.

Zhou is in charge of labor and social security, medical insurance, administration of industry and commerce, quality and technical supervision, administration of food and drug, civil affairs, district affairs, complaints and social stability. He serves as liaison with Shanghai Politics and Law Commission.

Vice Mayor Tang Dengjie

Tang Dengjie, a senior engineer, Master of Business Administration and a graduate from Tongji University, was born in Jianhu County, Jiangsu Province, in June 1964. He is currently Vice Mayor of Shanghai.

Tang served successively as head of control section and manager of industrial engineering section of production project department of Shanghai Volkswagen Automotive Co. Ltd., vice manager of project and development department of Shanghai Automotive Industry General Co. (Group), general manager of Shanghai ZF Steering Co. Ltd., vice president of Shanghai Automotive Industry Co. (Group), vice Party secretary and president of Shanghai Electrical General Co. (Group), vice Party secretary of Shanghai Party Work Committee for Industry and director of Shanghai Economic Commission. He was elected Vice Mayor of Shanghai in Feb 2003.

Tang is in charge of foreign affairs, tourism, Hong Kong, Macau and Taiwan affairs, ethical and religious affairs and overseas Chinese affairs. He also assists the Mayor in environmental protection and united front work.

Vice Mayor Hu Yanzhao

Hu Yanzhao, male, was born in April 1951. Of Han nationality, Hu is a native of Shaoxing, Zhejiang Province. He graduated from the night school of the Shanghai University of Finance and Economics and is a senior statistician. He is currently Vice Mayor of Shanghai.

In his working experience with Shanghai Statistics Bureau, Hu served as vice director of the population department and vice Party Secretary of the bureau. He worked as vice captain of the urban and rural economic survey team and chief economist with Shanghai Development Planning Committee. Later, he was vice Party Secretary and governor of Putuo District. In January 2003, he was named vice secretary-general with CPC Shanghai Committee and dean of research office of Shanghai Municipality. From April 2004, Hu was promoted to be vice secretary-general with CPC Shanghai Committee, dean of research office of Shanghai Municipality and Party group member of Shanghai Municipality. In May 2004, Hu was appointed as vice Mayor of Shanghai.

Hu is in charge of industry, commerce, agriculture, electrical power production and production safety.
