China considering publishing all audit reports

The State Auditing Administration is considering publishing all audit reports of future projects, deputy auditor-general Linghu An revealed when receiving an interview by Hong Kong-based Wen Wai Po, saying both Chinese premiers Zhu Rongji and Wen Jiabao pay high attention to auditing work, who never miss any important information or material in this regard and give instructions constantly.

Besides, they never delete or change any audit report or avoid important parts, but stand for thorough investigations and open results. Over the report concerning land corruption by the Administration and the Ministry of Land and Resources, for example, Premier Wen Jiabao once gave seven or eight instructions in succession. Vice premier Zeng Peiyan then hold two tele-conferences to study solutions.

Under premiers' instructions, the Administration is considering its result publishing system to make known reports of all audited projects in future.

This big reform needs to be done step by step, Linghu An said, adding the Administration's current annual report to NPC is open to the public. Then auditing results of some particular projects will be published, such as the use of SARS fund published last year.

All departments with central funds are under auditAccording to Zhang Qiuxia, director of the Department of Government and Non-Profit Agencies Audit under the Administration, the Department is now responsible for auditing revenues and expenditures of government departments and non-profit agencies, including institutions under the National People's Congress and Chinese People's Political Consultative Conference, Supreme People's Court, Supreme People's Procuratorate, Armed Police, party and government organizations and social bodies which receive central budgetary appropriations or turn over revenues to central financial departments. It shall perform audits of revenues and expenditures of departments under the State Council and their direct subordinate undertakings and Beijing subordinate units. It shall also organize local audit institutions to conduct audit of the accountability of party and government leaders during their terms of office. It shall carry out special audits and audit investigation and instruct local audit institutions in the performance of government and non-profit agencies audit.

That is to say, all central departments and institutions which receive central budgetary appropriations are covered by our auditing work, Zhang told reporter.

Audit over NPC and CPPCC will be carried out gradually and we are considering our work for the latter half of the year, Zhang said.

Audit upon ministries is a regular work and seven of them were mentioned in this year's report, but actually a much larger number of ministries were covered. In the past few years we audited annually more than 60 departments under the State Council, Zhang said.
