Hu calls for 'green' policies

President Hu Jintao stressed the importance of building an
energy-efficient and environment-friendly society on Saturday in Beijing. Hu
presided over a meeting on population, resources and the environment. The
president said the implementation of the "scientific concept of development," as
well as further adjustments to the economic structure, is essential to ease
pressure on population, natural resources and the environment. "China should
speed up the adjustment of its irrational economic structure and completely
abandon the extensive way of economic growth," Hu said. "China also should
promote economic growth based on the improvement of people's quality of life,
efficient use of resources and the reduction of pollution." Hu urged all to
clearly understand "the utmost importance" of economic structural adjustments
and its impact on easing these pressures. In the process of promoting
socio-economic development, efforts should be made to conserve resources,
protect the environment and adopt a new way of industrialization, the president
said. The key to structural adjustment and growth method changes depends on
the improvement of technological progress, he said. According to the
president, the impetus relies on the deepening of reforms and the innovation of
systems and mechanisms. "Creative thoughts and methods should be
actively explored by government officials in population and family planning
work," Hu said. Hu also urged continued research on population development
strategies, the enhancement of technological service levels in family planning
and reducing the problematic gender imbalance. It is also important to
explore new mechanisms for land and resource administrations, implement all
regulations on land management, use land efficiently, as well as protect arable
land, Hu said. The president called for strengthening the administration of
natural resources, enhancing the efficiency of resource use and making good use
of mineral resources. Environmental protection should strive to increase
recycling, speed up clean production, enhance pollution control and strengthen
ecological protection and construction, Hu said. The president said the
nation needs protected drinkable water resources. He instructed departments to
make clean water the "highest priority." Premier Wen Jiabao also addressed
the meeting and highlighted this year's key works. ?On population and family
planning, Wen called for rewards to assist rural families that abide by the
state family planning policy. ?On land management, Wen stressed the
protection of basic farmland and the rights and interests of farmers. ?On
natural resources, Wen said equal attention should be paid to both resource
development and conservation. ?On pollution, Wen urged to resolve pollution
problems that pose serious threats to the health and security of the people.
That includes both water and air pollution. He called for strict enforcement of
environmental protection laws and regulations. ?Wen also put construction of
"key ecological projects," such as the forest belt to prevent sandstorms in the
north as a priority project.
