The Hamas-led Palestinian government are ready to negotiate with the
Quartet and the European Union over the mechanism of delivering aid to the
Palestinians without advanced conditions, a government spokesman said yesterday.
Ghazi Hamad told Xinhua on telephone that the Palestinian government are
ready to talk without preconditions with Quartet that comprises the United
States, the European Union, Russia and the United Nations.
After three months of freezing aid to the Palestinian National Authority
(PNA), the EU has recently agreed on resuming humanitarian aid to the
Palestinians, bypassing the Hamas-led government.
The Quartet supported the EU decision.
Hamas welcomed the EU supportive stance which will contribute in ending the
suffering of the Palestinians people, said Hamad, wishing the aid could have
been sent directly to the government that is the address of all Palestinians.
The EU and other minor donors suspended funding the PNA to force the new
Hamas-led Palestinian government to meet Quartet's demands of renouncing
violence, recognizing Israel and peace accords.
Those conditions imposed by the Quartet create a crisis and the Palestinians
don't consider them as fair conditions, said Hamad.
He wondered why doesn't the Quartet impose preconditions against Israel and
demand it stop building West Bank fence and expanding settlements there.
