Hamas government maps out plan to cope with worsening situation

The Hamas-led Palestinian government has mapped out a plan to deal with
the worsening situation in the Palestinian territories amid the ongoing Israeli
offensive, government spokesman Ghazi Hamad said yesterday. The plan, first
mentioned by Prime Minister Ismail Haneya during a speech before prayers on
Friday, was aimed at offering services and rebuilding what was destructed by
Israel, Hamad said. "The first part of the plan is related to the
deteriorating condition in the Palestinian territories which witness ongoing
Israeli escalation," Hamad told the Voice of Palestine. The second part of
the plan, which will be applied in both the Gaza Strip and the West Bank,
focuses on consequences following an Israeli arrest of eight Palestinian
ministers. "The detention had a great impact on the government's work," said
Hamad, disclosing that some ministers will replace the jailed ones. On June
29, Israeli army arrested eight ministers of the Hamas- led cabinet and about 26
lawmakers representing Hamas in the West Bank in a bid to free a soldier
kidnapped by Palestinian militant groups in a cross-border attack on June
25. Later, Israel released two ministers on bail. In the wake of the
attack, Israel started a large-scale military operation in the Gaza Strip in an
effort to rescue Galid Shalit. Calling on the international community to help
end the conflict in the region, Hamad said the government was exerting efforts
to reach a final solution to stop the Israeli operations in the Gaza
Strip. Concerning the formation of a coalition government, Hamad said that
the government had no opposition to forming a national unity government, but
said that "it needs intensive talks between the government, the presidency and
factions to get the formation done amid the Israeli escalation."
