On June 21, Shanghai Housing and Land Resources Administration set up a new
phone hot line to hear complaints about residential estate management.
The new hot line, 962121, will operate during the summer, the busiest period
for property management complaints. The three biggest headaches according to
local residents are unsatisfactory services, delayed repairs to neighbourhood
facilities and non-standard service charges.
Meanwhile, the bureau announced
the following four measures to improve local residential property
management:
* Local residential property management companies must create hot
lines to handle complaints.
* A set of rules will be introduced for the
city's 63,000 residential area security guards. More than 10,000 community
guardians will have received professional training by the end of this year.

Local residential property management companies should provide special services
for disadvantaged people, including the family members of revolutionary martyrs,
or people who have died as heroes.
* The city will finish renovating 14
million square meters of old buildings, upgrade 300 elevators and install 224
wheelchair access ramps for the disabled.
