Shanghai Telecom
Corporation and Shanghai Mobile Communication Co Ltd, the city's two largest
telecom operators, promised to invest 40 billion yuan (US$5 billion) over the
next four years to improve the local information industry. According to their
commitment, by 2010, people in Shanghai will be able to access a broadband
network at any place, any time. Ordinary families will have access to 8M
broadband Internet services, 16 times the current amount, with the wireless
broadband network covering all local urban areas. The city will also offer a
series of measures to improve the information industry in the suburbs. By 2010,
up to 95 percent of the people in rural areas should have mobile phones, and
more than 1,000 village or town-level leaders will be offered computer training,
along with the adoption of information services in the agricultural sector. The
city also plans to provide special services to aid local elderly and disabled
residents by 2010, and cut the proportion of spam short-messages by 50
percent.
