Flat incoming call rate not offered in Shanghai

Shanghai Mobile and Shanghai Unicom will not follow moves in Guangzhou to offer incoming calls for a flat monthly rate, but will pay more attention to improving their services, the Youth Post reported today.

Starting yesterday, China Mobile users in Guangzhou can receive incoming calls from other China Mobile users for a flat 20 yuan (US$2.41) monthly charge.

China Unicom GSM subscribers in Guangzhou can pay 10 yuan a month to receive calls from other mobile phones, including those serviced by its rival.

"The Shanghai market is not as competitive as Guangzhou, and Shanghai Mobile cares more about offering quality services to users, so we will not offer one-way charging," said the spokesman with Shanghai Mobile yesterday.

"A little more than 80 percent of subscribers were satisfied with our services last year, due to quality services," the spokesman said.

The local mobile phone market is standardized so will not be involved in a price war, said the spokesman with Shanghai Unicom. "We will pay more attention to value-added CDMA services on the basis of CDMA1X high-speed transmission technology," he said.

Guangzhou Mobile and Guangzhou Unicom launched the new policies to compete with the Little Smart citywide cordless phone service offered by fixed-line operators China Telecommunications Corp and China Netcom Communications Group Corp, which charges only for outgoing calls.
