Polluting vehicles barred from restricted area

From today, during
the peak period between 7 a.m. and 8 p.m., vehicles seeking to enter the
elevated highways within the city's Inner Ring Road (including the Inner Ring
Road itself), Yan'an Elevated Road and Humin Elevated Road must carry stickers
certifying that they are environmentally-friendly. Car owners are required to
post the stickers on their windshields. The existing 72 service outlets
designated to handle applications for stickers will continue to provide the
service. Restricted vehicles are those failing to reach the National I
emission standard, the so-called National First Phase Motor Vehicle Emission
Standard. At present, a large number of vehicles far exceed the standard, with
the pollutants seriously affecting air quality and residents' health. For
vehicles needing appraisal, the owners should go to the 24 appraisal outlets as
soon as possible. With the correct documentation, vehicles which cannot complete
the checkup by today can still run on the restricted roads. Counterfeit
stickers have recently been advertised for sale online, and an official from the
Shanghai Environmental Protection Bureau responded but failed to find the
seller. According to the bureau, the stickers incorporate anti-counterfeiting
techniques in terms of design, print and paper. After being posted, the stickers
cannot be torn down completely. Moreover, each sticker has a bar code which has
already been recorded into a vehicle's records. Each car has only one
sticker, with no compensation for loss. In the event of traffic accidents or
damage to vehicles, owners may apply for reissue by presenting certificates from
the traffic police, according to the bureau.
