Shanghai has created more than 50,000 non-agricultural jobs for the local
farming population in the first four months, over half of this year's target of
100,000 new jobs, the Shanghai Labor and Social Security Bureau said. The
employment authority has taken full advantage of the city's overall job campaign
to introduce farmers to positions that are more suitable for them, such as
waterway cleaning and greenery maintenance. Fengxian District, for
example, has created an additional 674 jobs in these areas for local
farmers. Community cleaning, landscaping, maintenance, and security are four
key areas where jobs have been created for farmers. The 35 labor
organizations in Qingpu have absorbed 3,112 people, of which 2,338, or 75
percent, are farmers. Fengxian District has created 1,000 such jobs. On
the other side, suburban district governments have expanded inter-district
cooperation to increase employment. Qingpu, for instance, has launched a
program to export farmers to other districts. The district government has
provided traffic subsidies to the local farmers to encourage them to work out of
the district. Fengxian has lowered the thresholds for labor agent firms to
export workers to other districts and expanded the business scope for labor
export.
