The disabled get employment aid

Disabled people in Shanghai will get a 5,000-yuan (US$605) subsidy
when starting up their own business and up to 80-percent deduction for career
training fees, according to a new regulation the city has recently published to
help the needy find employment.
Most local disabled people take jobs at
companies, institutions and organizations designated by the city government,
putting a heavy burden on some employers that are already struggling to survive
in the face of fierce market competition.
The city hopes the new
regulation will encourage more disabled people to start their own businesses and
will strengthen job training.
Around 160,000 out of the city's total
520,000 disabled people are of working age, with no more than 500 having their
own business.
Most of the others, who lack job training, are waiting for
the government to arrange work for them.
