Han: city to fight against unemployment

"Employment is a key issue that will affect Shanghai's future
development, and enhancing employment and social security guarantees the rapid
economic development and overall progress of the city," said Shanghai
Mayor Han Zheng at a work conference yesterday.
Shanghai should take measures to fulfill its employment target this
year, Han said.
* Shanghai should be aware of the tough employment situation and do its
utmost to boost employment and re-employment.

* Shanghai vows to create 400,000 more jobs this year and keep the
unemployment rate under five percent by conducting several measures.

Firstly, the city will launch an employment responsibility system.
Creating new jobs and lowering unemployment rates will be the important
guidelines for supervising all government levels, especially helping the
people with difficulties.
Secondly, the government will offer preferential policies to companies
willing to recruit laid-off workers and farmers: for example, a tax
break scheme for companies that give 30 percent or more of their jobs to
farmers and the jobless.
Thirdly, the city will enhance job training, especially for
re-employment and high-level technical training.
Fourthly, the city should continuously seek new ways and projects to
boost employment.
Fifthly, local state-owned companies should take up the social
responsibility to standardize their job-cuts and create more jobs for the
unemployed.
* The city will establish a social security system specifically for the
local suburban area and make full preparations for the new system such
as training professional working staff.
