All levels of governments must attach great importance to employment and reemployment, said Shanghai Mayor Han Zheng at a local government work conference on September 27.
"We should completely fulfill the employment and reemployment targets set at the beginning of this year, establish a long-standing system to enhance employment and prepare for next year's work plan," Han pointed out.
According to the plan, Shanghai aimed to raise the number of jobs by 500,000 this year, with the unemployment rate in urban areas restricted to around 4.6 percent.
A combined government responsibility and market-oriented systems should be established in the local labor market, especially helping those with difficulties to find jobs, Han stressed.
The city should offer more professional trainings to improve people's competitiveness, especially for young job-seekers, and offer preferential policies to help people create their own businesses, such as providing loans to them, Han said, adding that all levels of governments are responsible for enhancing local employment and will invest more in it.
Next year, Shanghai will create more lucrative environment and perfect the legal systems for local employment and prevent enterprises from cutting jobs randomly.
