New civil servants required to practise

All of Shanghai's newly employed civil servants are required to do practice at special local training bases for six months, as part of a government move to improve their capabilities, today's Youth Post reported.
Shanghai will establish training bases specifically for the newly employed civil servants. After a six-month practice, they are required to complete a research report, submit a piece of suggestion to solve problems in their training and have an exam after the practice, with the exam results considered important guidelines during their probational period.
Last year, Yangpu District sent the newly-employed civil servants including 15 university graduates and 67 young management personnel to practise at the public units which have a close relationship with local citizens, such as the relocation department, neighborhood committee and correspondence office.
In Xuhui District, new civil servants are required to practise for six months to one year within three years of their work.
Successful experience in these districts has encouraged the city government to implement the move across the city.
