City to standardize business promotions

Local merchants must now pass security checks for their business promotions, according to a circular jointly issued yesterday by the Shanghai Economic Commission and the Shanghai Public Security Bureau.
*Long-lasting and large-scale promotions which are likely to cause public security concerns should be reported to the local public security departments in advance, where their security preparations will be recorded. Local public security institutes should ask those merchants with security concerns revealed by the inspection to rectify them within limited time frame; those who fail to do so that causes personal damage, property loss or seriously threatens personal and public safety will be penalized, and the responsible persons punished; if a crime is caused, the criminals will be investigated.
*Merchants having promotions such as gifts, coupons or discounts must honor their promises by having enough gifts and coupons available; they are not allowed to sell counterfeit or expired merchandise as promotions.
