Shanghai will issue a series of new social security policies for the second
half of this year to help the poor and improve residents' lives, Shanghai Mayor
Han Zheng said at a seminar yesterday with deputies of the Shanghai People's
Congress (SPC) and the Shanghai Committee of Chinese People's Political
Consultative Conference (CPPCC).
"We should establish a long-standing social
security system to pay more attention to poor people and take measures to
improve their lives with a goal of facilitating social justice and the
establishment of a harmonious society," Mayor Han said.
Besides raising the
minimum monthly pay for local workers, other measures will include offering free
job training and subsidies to the unemployed, pensions and medical fees to
senior citizens above the ages of 70 who have not been covered by the city's
social security system, and also establishing a fundamental medical security
system for local infants, elementary and middle-school students, Han pointed
out.
A special system will be launched specially for locals helping in
development of other domestic cities and provinces who return to the city for
retirement, along with raising local pensions, he added.
