City to push on education reform

Yan Junqi, vice mayor of Shanghai, said the city will push on its reforms in
education yesterday at the municipal government work conference on education,
intellectual property right (IPR) and technology, today's Wen Hui Bao
reported. Yan required the local education commission to draft out the
reforms plan as soon as possible and to work out the details of the plan after
widely inviting opinions from local educational institutions and experts. As
for the restructuring of Shanghai's high education, she said the work focus is
to push the construction on the city's three university towns in Yangpu,
Songjiang and Minhang as well as to carry out the reforms in the financing
system. The city will further foster its adult education and training
service, she added. In compulsory education, Yan demanded a balanced
development across the city's primary and secondary schools. She said
the personnel exchange system should be pushed among the schools to improve the
quality of local teachers. These schools should also continue with the
second phase of the curriculum reform program, she added. Focus of the
government's IPR work is to improve the IPR environment in the city and to draft
the personnel training and introducing plans for the following three years, Yan
said at the meeting. While local colleges and universities should reinforce
the IPR work, the city's IPR authority will hold promotions to enhance the
social awareness of IPR, she said. Work in the technology sector is the
construction of a service platform including a large instrument and facility
cooperative network, an international standard database and a technological
database, Yan added.
