Shanghai will strictly carrry out the city's financial aid policies, not having any students from primary schools, middle schools and kindergarden quit their study because of financial problems, reaffirmed by Shanghai Education Commission (SEC) as the new school semester kick off.

Shanghai Education Commission will take out a certain proportion of tuition incidental expenses as the financial aid fund to help the needy students accounting for 3 percent to 5 percent.

According to the aid policy, the students brought up by relatives with their parents passed away, with laid-off parents meeting the low-income standard, with handicapped parents or have other financial problems can enjoy a half or even total fee exemption. And the desendants of martyrs are free of paying tuition incidental expenses.

In addition, those needy students could pay their tuition in the way of installment and apply for stipend as well.

A so calle "self-motion aid" system will come into being with a close collabration of
SEC, civil department and communities, aiming to facilitate the appliation procedure of the needy students. The financial aid office affiliated to Shanghai Bureau of Civil Affairs are reponsible of gathering the information of the needy family and After auditing, the needy list will be send to the corresponding schools to be carried out.
