Shanghai's first standards for primary and secondary school headmasters have been drafted and issued to local schools two weeks before the new autumn semester begins this September, today's Shanghai Morning Post reported, citing officials with the city's educational commission.
It is aimed at disciplining the local educators' responsibilities as well as improving the education service provided, according to the commission. As regulated, moral training should dominate education and the volume of homework should be reduced.
Based on the draft rules, district and county education commissions are required to enact more detailed laws according to their specific needs and to ensure the implementation within all local schools.
