Press Conference of Shanghai Municipal Government(September 11,2003)

The government has launched its new round of the "Three-year
Environmental Protection Action Plan" with about 40 percent of the projects under way.
At the same time, new measures were instituted to fuel the whole
program and to help make breakthroughs. Among them are the establishment of the environmental protection and construction promotion commission, the introduction of world renowned environmental experts to the city to
serve as municipal advisors, and the strategic studies on the plan's main points.
Xu Zuxun, head of the Shanghai Environmental Protection Bureau,
expounded on the new measures at the government's latest news conference
September 11.
The following is the full context of the news conference.

Q: What's your total investment in the three-year plan? What's the
framework of the plan? What's the influence of the plan on major industrial companies in the city?
A: With nearly 300 projects involved, the general plan will account for
three percent of the city's GDP. Our fundamental guideline is that the
industrial companies should be located near the industrial parks and
the parks should manage the intergrated environmental protection nearby.
No adequate environmental infrastructures, no new companies.

Q: Are there any new policies, related to the daily life of the
ordinary people, to go along with the implementation of the three-year plan? Say, to charge fees on garbage disposal or to force the removal of used automobiles from the market?

A: Yes, we'll learn from other countries in instituting policies
related to the solid waste disposal charges, but the timetable and the charge is yet to be decided. We are working on it now. We are also studying the case of the pollution from the automobiles. A new ordinance on the control of the automobile pollution, being drafted now, will also be issued soon. Detailed information about the regulation will reach the media quite soon.

Q: What's your plan on the funding?

A: We'll complete our investment from the government and the local
polluters both, as suggested by mayor Han Zheng this morning.

Q: How will you promote the new idea of green marketing, such as simple
packaging in supermarkets and the use of recycled paper as name cards?
Will the squandering of money on luxury mooncake packagings be improved
next year?

A: First the mooncake case. Yes, it's a much anticipated breakthrough
in our three-year plan. There is a way out if we succeed in our
coordination with producers, asking them to supply two types of packaging for the same product next year. The simple package ones are for the ordinary people and the luxury ones as presents to others. It's not reasonable, however, to either stop the production of the luxury one or paperbacks. Surely, the quality of the mooncake is always our top concern.

Q: A message from the meeting held this morning suggested that
consumers could be surveyed on the plastic bags they used. Shall we pay for the use of the plastic bags in the future? What's the limitations on
chemical fertilizers? What prompted the reforms on the environmental
protection system? Is it hard for the environmental protection departments to work on the projects alone?

A: We hope that the measure of charging for the use of plastic bags
will become feasible soon.
As preparation to the issuance of the policy, we've organized a poll
recently on the feasibility of the measure among the ordinary people and
studied experiences from foreign countries for reference.
The three-year plan is expected to cut 60 percent off the 2,000 tons of
chemical fertilizers presently being used in the city annually. Trying
to fortify farming with biotechnology is a new pursuit.
Yes, it's hard for us to deal with the reforms alone. The general plan
needs the participation from all parties of the society.

Q: Media said the Shanghai tycoon, Chau Ching-gnai was charged with
making a false report on his registered capital and manipulating share
prices. Is it proof to his innocence in related land selling case? How
about the re-structuring process of the Chau's Nongkai Development Group? According to media, Shanghai has applied to the central government with
a plan to open its service sector to Hong Kong. What's your comment on
the charges by Guangdong against Shanghai in this regard, as to
Shanghai intentionally competing for more share of the Hong Kong market against Guangdong?

A (spokesperson Jiang Lan, rather than Xu Zuxin) : Chao was arrested in Shanghai for the two charges on September 5 and there are no more other charges. For the second question on the Nongkai Group, the company's restructuring is ongoing under the supervision of the local authorities.
The openning-up policy of the service sector signals Shanghai's active participation in the central government's CEAP plan. As to the last question, negative comments on the Shanghai-Hong Kong cooperation are normal. It's not the first time we have encountered such blame.

Q: When will you implement your arrival visa policy for the Taiwan
people?

A (Jiang Lan) : We are working on it to soon grant the Taiwan residents disposable passes and visas on arrival in Shanghai. Yhe timetable is not set, though. We'll hold briefings before its official issuance.

Q: I've heard that some Japanese officials in charge of the 2005 World Expo are inspecting here. Then how about Shanghai's cooperation with Japan in the 2010 World Expo?

A (Jiang Lan) : I'm sorry, I haven't heart of that. If there is any
cooperation, I'll inform you after verification

Q: Is there any anti-SARS measures newly taken by the government
considering the fact that SARS renewed in Singapore and some local tourists are asking travel agencies to change their booked
Singapore-Malaysia-Thailand route? What's the government's labor policy on exporting a large quantity of medium and high quality talents to foreign countries? What's the government's response to the Australian Consulate's quest for the export of 500 nurses?

A: We've been taking consistent anti-SARS measures since we declared
that we'd contained the disease in the city. We've taken measures against the Singapore case. We'll reconsider the out-bound tour arrangements
responding to the case. Anyway, the WTO hasn't issued warnings against
traveling to Singapore after it studied the case, as far as I know.
Australia's plan of attracting local nurses there indicates the quality
of our local workers is improving. We encourage labor exports because
it can reduce the employment tension and increase the city's foreign
exchange turnover to fuel its economic development. We'll encourage labor export and protect the out-going labor's rights and interests through
necessary directions and regulations.

Q: I've learnt from the media recently that the water in the Qiandao
Lake in Zhejiang Province will be introduced to the city through direct
pipes. But the authorities said it was impossible to facilitate such an
approach when asked to comment on this issue. Would you provide some
information on it?

A: The government has never discussed this issue as far as I know.

Q: There have been a lot of traffic accidents recently and we are
wondering the reason? Is it because the city lacks anti-emergency measures? What have caused so many complaints among the citizens about the traffic jams? Is it proper to issue thousands of automobile plates every month?

A: The metro line operations department should take responsibility for
this issue, which has also become a main government concern. The
government has urged metro operators to seek the cause and take advanced
precautions. For the second question, I'll have no information to offer as it is a news conference rather than a seminar for discussion. I'd
provide no detailed answer to the reason of the traffic jams as we have
touched upon this point before.

Q: What's the latest development about the anti-SARS vaccine and
medicine studied by the Shanghai institute of the Chinese Academy of Science since the outbreak of SARS in April and May?

A: Limited information on the issue so far is that scientists are
studying it right now. The Anti-SARS fight is a long-term and hard
commitment and breakthrough is not expected to come too soon.

Q: Shanghai didn't take part in the preparation work for next week's
Forbes Forum?

A: Yes, Shanghai did. The government declared its participation in
preparation for the forum at its first news conference. We are getting
along well with the work and expect to hold it on September 16-18. Central and local officials will attend the meeting and meet the delegations.

Q: Many retailers have charged recently that they've been cheated out
of their investments after booking the underground store places at the
Hai Shang Feng Qing Present Selling Street, under Nanjing Road E and
near the Bund. How will the government handle the charges? What's your
comment on the movement of the sex museum, the only such museum in China, from Shanghai to Jiangsu?

A: The charges wouldn't be included in the government concerns as it's
involved in the details of their contracts. Parties involved and the
Huangpu District officials are dealing with the problem and making
progress. I am not concern with the sex museum and wonder if I SHOULD have any reactions?

Q: I'd raise an issue that took place in Shanghai this August when a
Japanese, three Koreans and some other foreign people of unknown
nationality assaulted a local school for the Japanese children. It's reported that the Japanese and Koreans have left China, but how about the rest assaulters?

A: The Foreign Minstry spokesman has answered the question recently,
declaring China's consistent policy on the Korean people's illegal
immigration to China based on national laws, international laws and
humanitary grounds. I reiterate today that China will deal with the illegal migrants properly after further detailed inspections.

Q: Are there any future limits on the operation of the automobiles with
plates issued by other provinces?

A: There are no such limitations so far but it all depends as to what
would happen in the future.

Q: Is there any information on the Universal Studio Park which will
open in Shanghai in 2006?

A: I'm not quite clear with the details about the latest developments
of the construction project for the park but so far, there has been no
negative news on it.

Q: How many new jobs have been offered in the city in August? Are there
any supportive measures prompted by the job promotion meeting?

A: The government, which pays a lot of attention to the employment
issue, has held a job promotion meeting recently for improvements. August statistics have yet to be released. The latest figure is that the city
has been offering new job postings at the rate of 1,600 every day from
January to August. This year's target of increasing 400,000 job posts in
all has nearly been fulfilled.
The city has newly recruited more than 3,000 traffic coordinators, an
indication that government funding used to fuel part of the public
welfare projects is expanding employment. This embodies our government's
support for the issue.
Huge investment has been put into many training programs for the
unemployed.
On the whole, the government has made progress with the issue by taking
various measures this year.
