Strict law sought to end violence against women in Nepal

The Nepali Constituent Assembly (CA) members yesterday demanded
promulgation of strict legal provisions to stop violence against women, local
newspaper The Himalayan Times reported today. Speaking at a program organized
by Forum for Women, Law and Development (FWLD) in Nepali capital Kathmandu
yesterday, Dinanath Sharma from the ruling party in the government the Communist
Party of Nepal (Maoist) (CPN-M), said there was a need for effective legal
provision to guarantee women's equal rights to property in order to bring an end
to violence against women. "Domestic violence against women will not come to
an end until they got equal access to property," he added. He also said women
were facing such problems because of the social structure, religion and complex
legal provisions in Nepal. CA member Laxman Ghimire from the opposition party
Nepali Congress said domestic violence could not be wiped out unless strict laws
were promulgated. "The state should immediately promulgate effective legal
provision to reduce violence against women," he added. Chandrika Yadav of
Madhesi People's Rights Forum said the patriarchal mindset was the main reason
behind domestic violence against women. CA member and lawyer Sapana Pradhan
Malla said the bill on domestic violence tabled in the Legislature-Parliament
had raised some hopes at it talks of security for the victims and punishment to
the guilty. "Some more serious issues should be incorporated into the bill
before it is passed," she added. Minister of State for Law, Justice and
Parliamentary Affairs Indra Bahadur Gurung of former Nepali Interim Government
on Aug. 11 tabled domestic violence and punishment bill in the legislative
session of the Constituent Assembly (CA).
