Iraq to hand over sovereignty transfer plan to UN 15/12/2003

Iraq's interim Foreign Minister Hoshyar Zebari said on Sunday Iraq would submit a plan of sovereignty transfer to the United Nations Security Council on Tuesday.

"Next February we will have an interim constitution and in October 2005 there will be a referendum on a proposed constitution and general elections in December 2005," Zebari told reporters during his visit in Paris.

The official said he would go to New York to attend two meetings of the UN Security Council, one open and the other closed, to present the plan of handing sovereignty back to the Iraqi people.

Talking on the capture of former Iraqi President Saddam Hussein, Zebari said, "This will be a turning point in the history of Iraq. It will help stabilize the situation and help the Iraqis to look forward to the future after this nightmare."

Zebari also said Saddam should face trial in Iraq.

Zebari arrived here on Dec. 12 with a delegation from the Iraqi interim Governing Council. He will hold talks with French President Jacques Chirac and Foreign Minister Dominique de Villepin on Monday, with hopes to boost ties between Iraq and France.
