The Shanghai Education Commission said yesterday that all local primary and secondary schools and universities should launch a campus-wide health education campaign to prevent possible respiratory diseases, a SARS epidemic and bird flu in particular, after the new spring semester begins.

University students returning from their hometowns should be watched during their first 14 days back at school. Officials will also launch spot checks on local schools' environment and sanitary conditions after students return to classes on February 16.
