Shanghai Municipality recently grads bird flu epidemic situation in the city into four levels, and works out counter plan according its emergency.

The four levels are:

1. Poultry-to-poultry bird flu epidemic reported in China; or human bird flu case(s) reported overseas.

2. Poultry-to-poultry bird flu epidemic reported in Shanghai or neighboring regions.

3. Suspected or confirmed human bird flu case(s) reported in Shanghai, but no human-to-human spread.

4. Bird flu outbreak in the city or human-to-human spread reported.

In case of a second level epidemic situation, bird flu supervision station will expanded to the 160 medical organization around the city, and a daily reporting system will be started up. All large-scale poultry farms will be supervised and report the epidemic daily.

Supervision stations will be set up in all comprehensive medical institutions in case of third level epidemic happening. All poultry-breeding households will be supervised, and disease control and prevention center will carry out epidemiological investigations with people contacted with bird flu-infected animals.
