ROK to propose detailed conditions for freeze of DPRK nuke program in next round talks 23/2/2004

South Korea plans to propose detailed conditions for a freeze of Democratic People's Republic of Korea (DPRK)'s nuclear weapons program at the second round six-party nuclear talks next week in Beijing,a senior South Korean government official said Friday.

"If the DPRK accepts a freeze of its nuclear weapons program and it is a first step toward the dismantlement of all its nuclearprograms,we could make corresponding concessions to the DPRK,"South Korean Yonhap News Agency quoted the official who asked not to be named as reporting."We strongly urge the DPRK to freeze its nuclear weapons program,as our proposals are acceptable,"said the official.

The official said that the conditions were not jointly drawn upamong South Korea,the United States and Japan but have been discussed many times by the three nations.

The three countries were scheduled to hold consultations again on Feb.23in Seoul over the DPRK nuclear issue,just two days before the opening of the second round six-nation nuclear talks.

"It will take a longer time for the participating countries to fully discuss a freeze of the DPRK's nuclear weapons program and the subsequent concessions at the upcoming talks,so we will propose dealing with the matter in a working-level group,"the official said.

Regarding the DPRK's suspected highly-enriched uranium (HEU)program,the official said,"There could be debates over the HEU program,but it should be dealt with as part of a broad perspective that all nuclear programs should be eliminated,"said the official.

Until recently,Pyongyang had insisted it did not possess a uranium program,but the United States asserted the DPRK has one and called on Pyongyang to admit all of its nuclear programs and promise to dismantle them at the upcoming talks.
