At a press conference held by the Shanghai Municipal Government on March 19, Tang Zhiping, deputy mayor of Shanghai and the lead for Shanghai’s five new towns’ construction, gave guidance on this major project.

Developing five new towns in Shanghai’s suburbs of Jiading, Qingpu, Songjiang, Fengxian and Nanhui as “independent and comprehensive node cities” is a major task over the next five years for the municipal government. The “Five Most”, namely being most modern, most ecosystem friendly, most convenient, most vital and most characteristic, was put forward as the construction principle.
According to Tang, by 2025, the total permanent population of the five new towns will reach 3.6 million, and the total GDP of the five districts where the new towns are situated aims to reach 1.1 trillion. The new towns will basically function as independent cities and have the status of comprehensive node cities.
High level public service facilities and resources will be provided in these towns, such as a diversified housing supply system and a complete 15-minute life circle.
For the millions of citizens, an integrated transportation system will be created so that they can reach nearby towns within 30 minutes and arrive in adjacent cities in surrounding provinces, the downtown area as well as neighboring new towns in Shanghai within 45 minutes. International transportation hubs like Hongqiao International Airport are also within a 60-minute-journey.
An ecosystem that is better than the downtown area and refined and modern management are also the commitments the government has made.
