All set for urban space art season

Shanghai’s biennial urban space art season will commence in September, sharing the practices of local neighborhoods to create 15-minute community-life circles for residents.

The Shanghai Urban Space Art Season 2021, the third session since it was initiated in 2015, will be held in multiple communities, such as Xinhua and Caoyang, between September 25 and the end of November.

A key exhibition will be held at Columbia Circle in downtown Changning District, while 21 model neighborhoods across the city’s 14 districts will host the rest of the events, Wang Weiren, deputy secretary general of the city government, told a press conference yesterday.

Shanghai initiated the idea to build a “15-minute community-life circle” during its master plan for 2035. Within a 15-minute walk, citizens are expected to have access to various services related to living, working, studying, traveling and elderly care.

A guideline was released in 2016, and four major urban-renewal campaigns themed “sharing community, innovative park, charming ambiance and recreational network” were launched to help achieve the goal, Wang said.

Fifteen neighborhoods have been selected for renovations, primarily public spaces and social governance. Education, culture, health care, senior care, sports, recreation and employment in these communities have been greatly improved, Wang said.

More than 180 projects have been completed, mainly at the Xinhua Road Subdistrict and Caoyang Community, known as China’s first worker’s community built in the 1950s.

Locals and tourists can learn about the practices of model communities by visiting the neighborhoods, taking in the community artworks and talking with residents.

China’s Ministry of Natural Resources has listed the city’s “15-minute circle” construction as a pilot project to be promoted nationwide. A technical guide on community life circle planning has been released and will take effect on July 1, said Li Feng, deputy director of the ministry’s planning bureau.
