TÜV RHEINLAND Institutional reform facilitates technological innovation

In the courseof China’s reform and opening-up, TÜV Rheinland, a German company providing testing,inspectionand certification services, has developed from a smalloffice in Shanghai to the company’slargest, most advanced and comprehensive testing and inspection center in Asia.TÜV’sphotovoltaic product laboratory and theelectric vehicle battery testing laboratory are one of the largest and most advanced testing laboratories in the Asia-Pacific region.

Thatis due to China’s increasingly open inspection and quarantine system. Since December 2005, the Chinese government has allowed wholly foreign-owned testing institutions to enter China. In August 2013, China formally lifted the restriction onthe inspection of most export commodities, taking the first step in the reform of the inspection and quarantine system. At present, state-owned, foreign-fundedand private playersare free to compete in the market.

The company is located in the Shanghai Multimedia Park in Jing’an District,with a total area of nearly 30,000 square meters. Its services include industrial and energy services, electronic and electrical products testing, communications testing, consumer goods testing, ergonomicstesting, transportation services,railsystem safety, green product certification, carbon emission management, training and consultation, andinspection and certification ofmanagement systems.

In line with the concept of “providinglocalizedserviceswith German technology,”TÜV Rheinlandhas long been committed to helping Chinese enterprises togoglobal. On one hand,it sends German experts to China to provide globalized technology and services; on the other,itactively trainsdomestic engineers and auditors to localize the certification services.
