哈萨克斯坦：上海是改革开放的排头兵
改革开放迈入了第四十个年头。农历中国新春佳节即将到来，哈萨克斯坦共和国驻沪总领事克拉把叶夫·佐齐汉细数了这些年间中哈两国的交流、上海的突飞猛进，亦期待着未来更多的合作的可能。
Reform and opening up enters its fortieth year, and Spring Festival is coming. Kyraubayev Zhoshykhan, Consul General of the Republic of Kazakhstan in Shanghai sent New Year’s greetings to the Chinese, noted the exchanges between Kazakhstan and China and the developments in Shanghai these years and expressed his expectation of the future cooperation.

改革开放推动中国“走出去”
Reform and opening up drives China’s national “going out” policy
哈萨克斯坦驻沪总领事馆于2005年成立。20多年前，佐齐汉先生开始在中国学习，先后在乌鲁木齐、北京、香港工作，2015年他来到上海，见证了改革开放以来中国在各个方面的巨大变化，也惊叹于上海的发达、便利。“义新欧”等中欧班列方便了中国制造“走出去”，上海聚集了大量高水平人才，移动支付使生活更加便利……佐齐汉先生表示，改革开放至今，上海乃至中国在贸易、经济、科技等方面都发展迅速。
The Consulate General of the Republic of Kazakhstan in Shanghai was founded in 2005. Mr. Zhoshykhan worked successively in Urumqi, Beijing and Hong Kong and came to Shanghai in 2015 after studying in China over 20 years ago, witnessing the tremendous changes in various areas of China since the reform and opening up started and marveling at flourishing, convenient Shanghai.
Mr. Zhoshykhan mentioned that Shanghai and China have enjoyed the rapid developments in trade, economy and science and technology: China Railway Express including Madrid-Yiwu Train facilitates the Chinese-made goods export; Shanghai gathers a large number of highly-qualified talents; Mobile payment makes life more convenient.

他说：“哈萨克斯坦是‘一带一路’上的第一站，上海是中国改革开放的排头兵、‘一带一路’上重要的城市。中国和哈萨克斯坦是全面战略合作伙伴，对哈萨克斯坦而言，上海也是最重要的城市。”
He acknowledged, "China is a comprehensive strategic cooperative partner for Kazakhstan, the first stop in the ‘Belt and Road’ while Shanghai, the vanguard of the reform and opening up and an important city in the 'Belt and Road', is the most considerable city for our country."

欧洲不再成为哈国的年轻人出国留学唯一首选，有很多人来中国学习法律、中文、中医等。为了加强中哈两国的文化交流，2015年11月，中国首个哈萨克斯坦中心在上海外国语大学成立，在此基础上，2017年9月开设了哈萨克语言和文学教研室，为两国间的交流培养新—代人才。
Europe is no longer the only first choice for the young Kazakhs to study abroad, more and more of them, instead, come to China. To strengthen the cultural exchanges between China and Kazakhstan and cultivate talents, China’s first Kazakhstan Center was set up at SISU in November 2015 while the first Division of Kazakh Language & Literature was founded in September 2017.
2017年12月，哈萨克斯坦驻上海总领馆与上海外国语大学联合举办了哈萨克斯坦文化周。哈萨克斯坦驻上海总领事佐齐汉发表了题为“哈中建交25周年”的讲话，不仅介绍了中哈两国政治和经贸的合作情况，还介绍了哈萨克斯坦主要的国家规划纲要。
Mr. Zhoshykhan had a speech, ‘the 25th Anniversary of the Establishment of Diplomatic Relations between Kazakhstan and China’ at Kazakh Cultural Week, organized by the Consulate General of the Republic of Kazakhstan in Shanghai and SISU, introducing the political, economic and trade cooperation between China and Kazakhstan as well as Kazakhstan’s major national planning outline.

本次活动的荣誉嘉宾是哈萨克斯坦作曲家拜卡达莫夫之女拜卡达莫娃和中国作曲家冼星海之女冼妮娜。这与上世纪40年代冼星海先生在哈萨克斯坦的经历有关。1942年冼星海转到阿拉木图，当时他居无定所，食不果腹，贫病交加。哈萨克斯坦音乐家拜卡达莫夫在一次音乐会上见到无家可归的冼星海，毅然决定收留他。他们成为了很好的朋友……讲到此处，总领事向东方网记者展示了双方女儿签名赠送的《黄河大合唱》。
Besides, the respective daughters of the Kazakh composer Bakhitzhan Baykadamov and the Chinese composer Xian Xinghai, the honorary guest of this event, presented the book “Yellow River Cantata” to the Consulate General, which was signed by the two ladies. Mr. Xian suffered hunger and cold in Kazakhstan in the 1940s, and Mr. Baykadamov resolutely rescued him and the two musicians became good friends.

2017年7月，一百多家上海的企业来到了哈萨克斯坦阿斯塔纳世博会，上海代表团亦参加了“上海周”。为延续世博情结，促进哈中经济投资和文化交流，哈萨克斯坦共和国驻上海总领事馆与上海、江苏、浙江等省市贸促会和有意向参与哈萨克斯坦经贸投资的企业于去年9月共同发起成立哈中经贸投资促进中心，旨在为中哈双方经贸投资合作交流牵线搭桥。
In July 2017, more than 100 enterprises from Shanghai attended the Expo 2017 Astana. Furthermore, later in September, the Kazakhstan and China Economic and Trade Investment Promotion Center was set up, led by the Consulate General of the Republic of Kazakhstan in Shanghai.

2017年11月，来自中国的100余家上市公司、银行、券商以及投资机构的代表，与阿斯塔纳国际金融中心及哈萨克斯坦实业界的代表一起，共聚上交所，探讨“一带一路”倡议与哈萨克斯坦“光明大道”新经济政策下的投融资机遇。
Representatives from over 100 companies, banks, security companies and investment institutions in China explored the investment and financing opportunities under the “Nurly Zhol” and “Belt and Road” initiatives with those from Astana International Financial Center (AIFC) and the business community of Kazakhstan at the Shanghai Stock Exchange in November 2017.
此外，近年来，哈国的“光明大道”和中国的“一带—路”倡议大力椎动了贸易合作，从以往尤为重要的能源转向了农业、绿色食品方面。
In addition, the two initiatives have vigorously promoted the trade cooperation in recent years, of which the focus shifts from energy to agriculture, green food and other aspects.
总领事先生表示：“作为外交官，我希望两国进一步加深全面战略合作伙伴关系，为人民造福。”最后，他祝愿大家新春快乐、万事如意。
Mr. Zhoshykhan said, “As a diplomat, I hope the two countries will further deepen the comprehensive strategic partnership and bring benefits to the people.” Finally, he wished the Chinese people a happy new year and good luck.
