专访硅谷银行亚洲总裁：打造全球影响力的科创中心 政府企业需共同创新

　　东方网记者姜文然3月24日报道：毕马威此前的一份调查报告认为,“硅谷正在向全球蔓延”。报告将除硅谷外的全球城市进行排名，未来4年，上海被认为是排名第一的科技创新中心，纽约和东京分列第二、第三。

　　Shanghai, March 24- Silicon Valley’s entrepreneurial culture continues to incentivize countries all over the world, according to a recent report from KPMG. In addition to Silicon Valley/San Francisco, Shanghai is selected as the leading technology innovation hub over the next four years.

　　“与有着40年科创中心历史的硅谷相比，年轻的上海有着巨大的潜力。要打造具有全球影响力的科创中心，上海政府需要与时俱进、与当地创业企业共同创新”，硅谷银行亚洲总裁蒋德（英文名：David A. Jones）在接受东方网记者专访时表示。

　　“Compared with Silicon Valley with a 40-year history in the area of science and technology innovation, Shanghai has huge potential. President of SPD Silicon Valley Bank David A. Jones, during an exclusive interview with Eastday.com, noted that the city government should also keep pace with the times and innovate together with local enterprises.

从硅谷到上海 有何异同

Similarities and differences between Silicon Valley and Shanghai

　　在蒋德眼里，硅谷和上海这两个科创中心很相似，有着很多对创新创业抱有巨大热情的年轻人，他们充满智慧、并且非常努力。“他们都在尝试去了解当地经济对创新的需求，并且希望能通过创业解决这样的需求。”

　　In Dave’s view, the two innovation hubs are quite similar, with numerous intelligent and hardworking young people who are very enthusiast for innovation and entrepreneurship. “These entrepreneurs are trying to understand the needs that the local economy and the country have for innovation and they are trying to address those needs through their young companies.”

　　但就整个科创生态系统的发展程度来讲，蒋德认为，硅谷的整个环境更加充满活力，“当地的创业者们彼此相识，互动频繁。”

　　But Dave pointed out that the whole science and technology innovation ecosystem of Silicon Valley is more vibrant. “There, people know each other and engage each other. While Shanghai hasn’t developed to that level.”

　　此外，蒋德还提到，在美国，创业五六次的连续创业者很常见。他们创立一家公司，三到五年后就会退居二线，把公司交给职业管理人，然后再去创立一家新的公司。

　　Dave also mentioned that in the United States, serial entrepreneurs are very common. “They start a company and three to five years later let a professional manager grow the company, while they will continue to create a new company.”

　　“这些连续创业者通常可以给年轻的创业公司提供更多的咨询和建议，他们不会过多地担心竞争，而热心于帮助年轻的创业公司取得成功，” 蒋德认为，在打造创业平台方面，上海有很多可借鉴的操作。

　　“These serial entrepreneurs can often provide useful advice and suggestions for young start-ups and they would not worry too much about competition,” Dave noted that Shanghai needs to make efforts to creating more platforms for entrepreneurship exchanges.

当地政府也需与时俱进 美国也如此

“Government should innovate together with local enterprises”

　　与硅谷相比，在创新领域相对年轻的上海如何才能尽快迎头赶上、成为具有全球影响力的科创中心呢？蒋德认为，当地政府本身也需要创新。

　　How can a younger Shanghai comparing to Silicon Valley in the area of science and technology innovation catch up as soon as possible? Dave emphasized that the local government itself also requires innovation.

　　“我们接触到不少公司，他们的创新实践有时候会和现有的法律法规产生矛盾或冲突。因为政府或监管部门是基于过往存在的情况来建立这些规章制度的。”蒋德举例说，比如网约车的出现颠覆了现行的出租车管理方式。

　　“We come into contact with many companies, whose innovative practice might be unmatched with the existing laws and regulations which are made based on the past situations.” Dave raised the example of online car-hailing platforms.

　　他认为，新的商业模式需要全新的政策来支持，当地政府要和他们所服务的一些创新企业一样具有创新意识。“上海必须展示出他们变革、创新的意愿，并落实到政策法规以及监管制度方面，与本地创新企业一起、以更加开放的心态来拥抱创新。”

　　Dave emphasized that new business models need the support of new policies and regulations. “Shanghai government should show their willingness to change and innovate together with local enterprises so as to become a world’s leading technology innovation hub.”
