A proposal filed to the Shanghai Committee of the Chinese People's Political Consultative Conference suggests combined tourism packages to fuel the city's tour industry development.

Although Shanghai has several industrial attractions such as Baosteel and Bright Dairy, they have few tourists and are not well-known, adviser Zhang Qi said.

The experience at enterprises offering industrial tours varied, and some simply opened their production line and product showroom to tourists, which is not appealing, Zhang said.

Industrial tour development is an expansion for businesses which will increase their economic benefits and establish a good image, Zhang said. It is also a good way to display a city's industrial and cultural influence.

The current industrial tour itineraries in the city center on factories and industrial legacy projects, while there is big potential on satisfying the demand of tourists and turning the introduction of manufacturing into fun visits, the proposal says.

Enterprises should play an active role in lifting tourists' experiences, it suggests.

It is advised to combine different industries and tourist attractions such as winery, vineyard and wine cellar. The routes can also string together scenic spots near enterprises, the proposal says.

Famous brands and time-honored businesses in the city are advised to create a whole-industry chain featuring industry, cultural innovation and tourism in industrial tours.

For example, traditional Chinese medicine companies can invite tourists to makegaofang, a seasonal herbal paste tonic, and conduct health lectures and forums, while time-honored jewelry stores are advised to allow tourists to design their own gold accessories to combine sightseeing with experiences, which also injects vitality into time-honored brands, Zhang said.

A three-year development action plan for Shanghai's industrial tour development says that Shanghai should become a model city for China's industrial tours, and make industrial tourism a new attraction for city visitors.
