Policy support recommended to promote female leadership

Policies on education and family support should be set to help raise female leadership in Shanghai, while local companies should be encouraged to hire more women as executives, six local political advisers proposed on Friday.

According to the joint proposal, this year is the 25th anniversary of the Beijing Declaration and Platform for Action in 1995's United Nations Fourth World Conference, which was aimed to achieve gender equality and opportunity for women.

However, the political advisers found that while the Chinese women's development plan for 2011 to 2020 called for a higher proportion of women in senior corporate leadership roles, only 9.4 percent of women attained positions in boards of directors in China.

Shanghai performs a bit better on female leadership. In 2018, more than 20 percent of executives in state-owned enterprises in Shanghai were female and over 17 percent served as board members and supervisors.

But compared with women in the developed countries, there is still a significant gap.

Advisers suggest that policies should be created to raise women's education, provide relief for women's burdens at home and encourage them to apply for a wider range of jobs.

Women can also be encouraged to take vocational training classes which are most often given to men, as well as courses in the science, technology, engineering and mathematical fields.

Firms should provide flexible working hours for pregnant women and those with young children. Nursing services should be provided, along with facilities for breast feeding.

Gender discrimination complaint mechanisms should be established in firms too.
