驻华代表、客座教授、“超级红娘”、老朱同志……这个比利时人的上海十年：见证巨变、初心不变

十年前，他被上海的动感活力所吸引而定居于此，从偶尔被围观的“老外”变成中国朋友口中的“老朱同志”；

Ten years ago, he was attracted by the energy of Shanghai and settled here. Now he is called “Comrade Zhu” by his Chinese friends.

他是资深的航运业和物流业专家，也是推动中国和比利时多领域友好交往的“超级红娘”；

He is not only a senior expert in the shipping and logistics industry, but alsoa "super matchmaker" promoting friendly exchanges between China and Belgium in a variety of areas.

他惊叹于上海在科创及经济领域的迅猛发展，也享受着在石库门里吃一碗美味拉面的自在；

He has been amazed by the rapid development of Shanghai’s economy and also the by the scientific and technological innovation. He also enjoys a bowl of tasty noodles in a Shanghai-style alley.

他熟稔英、法、德、荷兰语，也喜欢用自己的中文名，以至于被只闻其名的人当成中国人，而早年就在杨浦买房时，他甚至将中文名签在了房产证上；

Although he is proficient in English, French, German and Dutch, he likes to use his Chinese name, and even signed it on his real estate license of his house in Shanghai.

他先后获得两枚以表彰在沪外国人的“上海白玉兰奖”：从银奖“纪念奖”到金奖“荣誉奖”；

He won the Golden Magnolia Award in 2012 and the Silver Magnolia Award in 2014 for his extraordinary contribution to the city.

回首这十年，他见证着这座城市和居民的巨大变化，但他说，他对上海的感觉始终没变：这座城市拥有跳跃不息的心与动感十足的魂。

He has been witnessing the great changes in the city and its residences in the past 10 years, but he still has the same feeling for Shanghai: I enjoy living in Shanghai. The city has a heart and a soul that is beating 7 days a week, 24 hours a day. The city is alive.

他就是比利时安特卫普港务局中国区代表Jan Van der Borght，中文名叫朱伯彦。最近，朱伯彦受邀参加“上海外事对外合作系列推介活动”中首场聚焦杨浦的推荐会。日前，东方网记者前往他位于杨浦区新江湾城的办公室，听这位“新上海人”、也是“新杨浦人”讲述这些年、这些事。

He is Jan Van der Borght, Representative of the Antwerp Port Authority. His Chinese name is Zhu Boyan.He was invited to attend the first promotional event of the "FAO Int'l Cooperation Promotion Series" which took place in Yangpu District recently. An Eastday reporter held an interviewwith him at his office also in Yangpu.

Push：他推动安市市长在两城结好30年后的重要来访

【Push】He managed to push the important visits by the Mayor of Antwerp to Shanghai

采访中，“push”（推动）是朱伯彦使用的高频词。在中国与比利时、上海与安特卫普之间，他与多方积极沟通，推动了多项务实交流与合作。其中，最令他自豪的是，2014年，他促成了安特卫普市市长巴特·德维沃(Bart De Wever)来上海访问，这是上海与安特卫普市自1984年建立友好城市关系后，安市市长对上海的一次重要访问。

“Push” was a frequently spoken word by Jan Van der Borght in the interview. He has been able to push a variety of exchanges and cooperation between Shanghai and Antwerp. What impressed him most is that he convinced the Mayorof Antwerp, Bart De Wever to visit Shanghai in 2014. This was one of the most important visits after Antwerp and Shanghai became friendly cities since 1984.

“（成行前）市长问我，我为什么要去中国？而在中国访问了两天后，他跟我说，Jan，你建议我来中国是对的，我还要再来”，朱伯彦回忆道。

“(Before the trip) the Mayor asked me, “Why should I go to China?”The Mayor, after his two days in China said,“Jan, you are right to push me here and I will come back.”

之后，正如市长所言，2016年年底，他再次访问上海，并带来了比上次更大的代表团。访问期间，上海市副市长陈寅和德维沃市长共同签署了两市2017—2019年友好合作交流备忘录，并见证两市有关部门签署教育、钻石等专业合作协议。

In keeping with his promise, Bart de Wever visited Shanghai againat the end of 2016, with an even bigger delegation. During his stay in the city, Shanghai Vice Mayor Chen Yin and Mayor Bart De Wever signed the Memorandum of Friendship and Cooperation 2017- 2019 and witnessed the signing of a variety of agreements in fields such as education and diamonds.

2004年，朱伯彦因工作第一次来到中国，被上海这座城市的活力与快节奏所吸引；2007年，他辞掉工作来到上海，并创办了一家物流公司；2008年，安特卫普港中国代表处正式成立，朱伯彦凭借多年港口及物流工作经验，在运营自己公司的同时，成功当选安特卫普港中国区代表。从此，朱伯彦把上海当做自己的第二故乡，把促进两座城市之间多领域的合作和交流当做自己的使命。

Jan first arrived in China in 2004 and enjoyed the fast-rhythm pace and energy of Shanghai. He settled in Shanghai in 2007 and was elected the representative of Antwerp Port Authority in China because of his long-time experience in the port and logistics industry. Since then, Shanghai has been his second home.

朱伯彦说，当年他刚来中国，向大家介绍自己来自安特卫普时，人们的第一反应往往就是钻石，其他方面了解很少；同样，比利时人也不太了解中国、上海，因此，他频频所说的“push”就显得尤为重要。朱伯彦说，在一些中比交流活动中，作为了解双方情况的他总是忙于牵线，介绍这个中国人和那个比利时人对话，帮这家中国企业和那家比利时企业建立联系……从联系、对话开始，争取双方未来合作的可能。

Jan said that at the very beginning of his work in China, Chinese people knew little about Antwerp and vice versa. So, “pushing” has been very important. Jan always has been busy like a “matchmaker”, helping both sides get to know each other and establish contacts for possible cooperation.

而就在本月，在朱伯彦的牵线塔桥下，一个高级别的上海市化工行业协会代表团访问安特卫普，他们在当地港务局的新大楼里举办了上海化工行业推广会，与当地重要的化工企业对接。

In April, with Jan’s assistance, a high level delegation of the Shanghai Chemical Industry Association visited Antwerp, where they held a promotional event and met with some local leading companies.

Promotion & Attraction：港航专家眼中的上海航运

【Promotion & Attraction】As a foreign expert, how does Jan view the shipping industry of Shanghai from past to future?

安特卫普港是欧洲五大基本港之一，安特卫普则素有“欧洲超级市场”之称。作为安特卫普港务局中国区代表，朱伯彦的主要工作是向中国专业人士推广安特卫普港，介绍欧洲港航物流的总体情况，推动安市与中国的友好交往。此外，他还帮助中国的企业和机构优化产品物流与仓储方案，寻找合适的海外联系，拓展他们的业务。

As the Representative of Antwerp Port Authorityin China, Jan’s major work is to help improve the cooperative relationship between the two parties, promote the port of Antwerp, inform Chinese professionals objectively and accurately about European logistics in general and the specificsof Antwerp in particular.

In addition, he has also helped Chinese associations and organizations find relevant contacts to enhance their business.

朱伯彦觉得，上海要成为中国航运的知识中心和航运新发展的领跑者，一是要向世界推广上海：为什么要选择上海？上海与其他地方相比优势在哪儿？总体而来，在航运业，世界对中国、对上海的了解还是不够；二是要吸引更多国际航运和船舶租赁企业来上海设立地区总部，建立更多联系。此外，教育及人才培养也不容忽视。

In Jan’s view in order to make Shanghai the knowledge center for shipping in China and a front-runner in new developments in shipping, Shanghai should start to do promotion.

I have noticed that Chinese ports need to promote themselves to the rest of the world. Why should you come to Shanghai? What are the differences between Shanghai and Ningbo? ”

Jan thinks that Shanghai needs to attract international shipping and chartering companies to setup regional headquarters here.

He also believes education and personnel training are quite important.

回顾十多年来中国的航运人才，朱伯彦表示变化巨大，“13、14年前，当我第一次来中国时，很少有中国人能讲英语，但事实上，航运领域的文书、合同都是用英文写的，而且，当时人才培训的层次也比较低”，朱伯彦说，现在情况已大为改观，但依然有很长的路要走。

When looking back over China's shipping strengthsin the past 10 years, Jan said,“When I first came to China13 or 14 years ago, few people could speak English. It was difficult because documents and contracts are written in English. The level of training was low. It has changed a lot now but still has a long way to go.”

另一方面，朱伯彦注意到，现在国际航运及物流公司里，越来越多的外国人被中国员工取代，“我很认同这一点，即使我自己也是外国人。而且，如果你想在中国做业务，就得和中国人一起工作”。

Jan also noticed that more and more foreigners are being replaced by local people especially in international logistics and shipping companies, “I agree with that even though I am a foreigner. If you want to do business in China, you have to work with Chinese people.”

“在世界航运舞台上，中国的影响力日趋壮大。没有一天，人们不谈论‘一带一路’”，朱伯彦补充道。

“I work in the shipping industry, where China’s influence is becoming ever stronger on the global stage. A day doesn’t pass without somebody mentioning ‘Belt and Road”, Jan added.

此外，朱伯彦透露，他的下一个目标是说服安特卫普市在上海建立诸如安特卫普联络处那样的平台，让安特卫普和上海两座城市的人们在此就创新、科技等共同感兴趣的领域交换想法，分享点子，互相学习，推动合作。

Furthermore, Jan revealed that his next target is to persuade the city of Antwerp to establish a base here, which he will call the “Antwerp Liaison House” where people from Antwerp and Shanghai can exchange their ideas and work together in the areas of common interests, such as innovation and technology.

Education & Culture：他为中国港航人员争取到了赴比利时的免费培训

【Education & Culture】He got over 20 free places for Chinese port and shipping personnel to be trained at APEC

在教育及人才培养方面，朱伯彦同样做了不小的努力。2012年12月起，他受邀担任上海海事大学客座教授，利用业余时间免费为学生们讲授港口及物流管理专业知识，介绍欧洲的先进经验，他还将自己家族珍藏的一艘制作于1895年的古船模赠送给了上海海事大学校史馆。2015年，在朱伯彦的推动下，安特卫普港向上海海事大学开设了专门针对研究生的奖学金。

Jan has served as guest professor at Shanghai Maritime University (SMU) since December 2012. Inhis spare time, he teaches students “Ports and Logistics Management “and shares advanced experience from Europe free of charge. He also presented an old ship model made in 1895 as a gift to SMU.

Pushed by Jan, Antwerp Port Authority set up a scholarship for the post-graduates of SMU in 2015.

同样是2015年，朱伯彦为中国港航人员争取到了20个赴比利时免费培训的名额。自1980年以来，安特卫普港务局通过其旗下的安特卫普港口培训中心（APEC）与中国各有关方面开始了人员培训等方面的友好合作，迄今为止已为中国培训了大约4000名中国籍学员。

It was in 2015 that Jan got over 20 free places for Chinese port and shipping personnel to be trained at the Antwerp Port Education Center (APEC) in Belgium.

Since 1980, APEC has trained about 4000 people for China.

朱伯彦介绍说，这两到三周的培训是理论与实践相结合的，学员们实地走访港口、码头与物流公司，听取专业人士的讲座，了解具体操作模式和流程。“中国第一代做集装箱码头的人正是从APEC走出去的”，朱伯彦说。

Jan told the reporter that the two-week-long training program combines theory with practice, in which trainees canvisit port, dock and logistics companies, listen to lectures by professionals, and learn about specific operation methods and processes.“China's first generation of personnel for container terminals were trained at the APEC”, said Jan.

除了“走出去”，还有“迎进来”。每年暑假，朱伯彦组织安特卫普大学的学生和老师来上海访问，与上海海事大学学生交流，参观港口、航运企业与高校，让比利时的年轻人了解中国的海运业以及上海日新月异的发展。

Every summer vacation, Jan organizes students and professors from the University of Antwerp to visit Shanghai, sharing with their Shanghai counterparts and increasing their knowledge about the development of this city.

另一方面，在朱伯彦的努力和促进下，中国海事博物馆与安特卫普MAS博物馆签订了互借船模的协议。此前，在他的大力推动下，安特卫普市海运与贸易博物馆于2012年将珍藏的中国1904年参加美国圣路易斯世博会和1905年参加比利时列日世博会的3艘中国船模与1艘比利时船模，送到上海中国航海博物馆陈列展出。

Pushed by Jan, the China Maritime Museum and MAS Museum have signed an agreement on ship model lending.

Changes：上海十年，见证巨变，初心不变

“I enjoy living in Shanghai. The city has a heart and a soul that is beating 7 days a week, 24 hours a day.”

从2007年起，朱伯彦在上海生活了10年，见证了这座城市和人们各方面的巨变。有意思的是，回望这10年，最打动朱伯彦的是上海的“变”与“不变”：前者是2010年世博会为上海带来里程碑式的城市巨变，上海逐步以全球都市的风貌面向世界；后者是在上海经济飞速发展的同时，“上海味道”并未丢失。

Arriving in 2007, Jan has been living in Shanghai for 10 years and he has witnessed the great changes of the city and its residences.

“The first big landmark was in 2010, when Shanghai hosted the world Expo. The city proudly faced the world as a global city”, said Jan.

朱伯彦说，上海是一座全球公认的都市，但依然植根于积淀深厚的文化，并深入生活的各个方面，嵌入各条大街小巷。

Meanwhile, he sees the city as still embracing traditional life and style in spite of thefast development. “Shanghai is aglobally-recognized city that still has its roots in many years of culture, with all aspects of life to be explored down every side street.”

“走出我规范、整洁的小区，我可以拐进旁边石库门老弄堂，花20元，点上一碗美味的拉面；我在小马路上穿行，看剃头师傅帮人们理发修面、看小亭子间里摊主打锁，看坐在箱式椅子上打麻将的邻里朋友”，朱伯彦仔细而投入地描述着他的上海探索。

“Outside my well organized, clean apartment complex, I can go into a Shikumen alley and order a huge bowl of tasty noodles for 20 RMB. I walk through the back streets and see people being shaved in the street, cutting keys in tiny kiosks, or sitting on boxes as they play ma jiang with their friends”, stated Jan describing his exploration of Shanghai.

多年前，朱伯彦就在杨浦买了房，同事笑言，那地段在当时是偏得一塌糊涂，而现在，周边交通便利、商业繁荣。朱伯彦回忆道，“刚来杨浦时，这里很空旷，没什么商店，当然也很安静，现在各种高楼、餐厅、新一代国际社区拔地而起，还有众多公司在这里设立了地区总部，比如耐克、汉高、IBM、甲骨文、洲际酒店等。杨浦已从劳动密集型产业加速转向高科技和商业领域。众多高校也为高质量人才做着储备。”

Jan bought an apartment in Yangpu District many years ago. He recalled,“WhenI first rented there, it was quite spacious but very quiet. It’s changing now. Yangpu District has increasingly developed from labor-intensive industry towards commerce and high technology. Nike, Henkel, IBM, Oracle, Intercontinental have set up their regional head offices here. A new generation of international community programs have been established in New Jiangwan City and a lot of universities here will fill the demand for highly educated qualified people.”

10年前，朱伯彦因为喜欢上海的活力和快节奏而定居于此，10年后，他说，初心不变，而且早已习惯了这里全年无休般的便利生活，比如，送货快捷的网络购物、几乎都能用手机搞定的城市服务和生活缴费，当然，还有抢红包和发红包。“我喜欢住在上海，上海拥有一周7天、一天24小时都跳跃不息的心脏和灵魂，这座城市很鲜活。”

Jan said that he has got used to the convenient life in Shanghai, for example, online shopping, payment function on his mobile phone and grabbing “lucky money” on Chinese social networking software.

“I enjoy living in Shanghai. The city has a heart and a soul that is beating 7 days a week, 24 hours a day. It is alive.”

谈到对未来的期待，朱伯彦说，他很想念刚来上海租房时周边大片的绿化，“我希望看到上海向花园城市更进一步”。

When talking about his expectations for the future, Jan said he really missed a large piece of green when he first came here. “I hope to see Shanghai change more into a garden city.”
