上海自贸区设“一带一路”技术贸易措施企业服务中心

东方网5月23日消息：昨天下午，东方网记者从上海自贸区管委会方面获悉，在国家质检总局的支持下，上海自贸区将设立“一带一路”技术贸易措施企业服务中心，帮助国内企业在“走出去”的过程中突破技术性贸易壁垒。

Shanghai, May 23- Shanghai Free Trade Zone (FTZ) yesterday announced to set up a service center to help companies break technical barriers to trade with countries participating in the Belt and Road Initiative.

据介绍，未来企业服务中心将有八方面的功能，包括建设第三方质量安全、信用等级评级中心，通过信息互换，对“一带一路”沿线国家和地区的贸易企业进行评级。建设公共信息服务平台，收集、编译、分析“一带一路”沿线的口岸措施、通关程序、技术法规等信息，为企业“走出去”和“引进来”提供公共服务等。

The service center will have eight functions, including rating the quality and credit of companies from countries and regions participating in the initiative. It will also provide information on ports in these countries and regions and on their customs procedures and technical regulations.

国家质检总局标准与技术法规研究中心副主任王力舟介绍，统计显示，仅去年一年，40%的中国企业在走出去的过程中遇到过技术性贸易壁垒，损失高达900多亿美元，这其中80%是因为信息不对称。

About 40% of Chinese companies have suffered technical barriers to trade when going global. Most of them are unfamiliar with the technical requirements of foreign markets, according to Wang Lizhou, an official with the General Administration of Quality Supervision, Inspection and Quarantine.

“成立‘一带一路’技术贸易措施企业服务中心的宗旨是要指导和帮助我们的出口企业，打破和跨越国外技术壁垒，顺利走入国际市场，顺路走入沿线国家。”

Wang noted that setting up the service center aims at guiding and helping our exporters to break the technical barriers and to smoothly enter the overseas market of countries and regions participating in the initiative.

上海自贸区管委会副主任陆方舟表示，上海自贸区还将从多方面服务“一带一路”建设，包括深化境外投资服务平台建设、加快建设“一带一路”国别（地区）进口商品中心、增强“一带一路”金融服务功能和加强“一带一路”人才交流合作。

Besides, Shanghai FTZ will serve the initiative from many other aspects including deepen the establishment of the overseas investment services platform, strengthening the Belt and Road financial service function and talent exchange and cooperation, according to the Shanghai FTZ Administration.
