During the ongoing 19th China Shanghai International Arts Festival, one of the highlights is the 120 licensed street performers from Shanghai. Together with around 80 foreign artists, they are showcasing their talent at more than 30 locations across the city.

Back in November 2014, Shanghai began a pilot program to issue licenses to eight outstanding street artists, allowing them to perform in public spaces, something that has been done for years in many western countries. Over the past three years, the rank of licensed street performers has grown substantially and there are now 120 licensed “professional” street performers, and most of them are young people.

The issuance of the licenses is part of Shanghai’s efforts to make public spaces in the city more pedestrian friendly. It is not only conducive to urban administration, but also reflects the city’s strong support for arts and culture. What’s more, the income of licensed street performers has considerably increased over the past few years. Some artists are so popular that they can earn much more from street performances than their salaries.
