Shanghai has just issued 50 measures to boost its cultural and creative industries.

Cultural and creative industries have been blooming during the recent years. It is imperative for Shanghai to seize the opportunity to turn itself into an international cultural metropolis. On December 14, the city issued “Several Opinions on Accelerating the Innovation and Development of Cultural and Creative Industries,” revealing 50 measures to speed up the development of key cultural and creative industries, establish a modern system for the cultural market and guide the clustering of resources in cultural and creative industries.

The newly announced measures will focus on eight industries, covering films and television, entertainment, animation and games, Internet culture, creative design, publishing, artworks and cultural equipment.

The city has also set several goals for the future. According to the Opinions, the value added of the cultural and creative industries in Shanghai is expected to account for around 15% of the city’s GDP in five years. By 2030, the share will increase to around 18%, and by 2035, Shanghai aims to build itself into a global center of cultural and creative industries.
