Deputy’s proposal wins public support

Abducting and trafficking women and children should be subject to the death penalty, said a Chinese legislator at the annual two sessions held in Beijing.

Zhang Baoyan, founder of a non-profit child-seeking website “Baby Come Home”(baobeihuijia.com), is a deputy of the 13th National People’s Congress. Her website provides a free advertising service for parents to look for their missing or abducted children.

On March 6, Zhang proposed that human traffickers should get at least 10 years imprisonment with a maximum punishment of the death sentence.

At present, it is stipulated by China’s criminal law that the purchasing of trafficked women and children is subject to no more than three years of imprisonment, while trafficking women and children is subject to 5-10 years. If it comes to kidnapping, those convicted will face at least 10 years in prison.

Zhang also called for a stiffer punishment for buyers, who fuel the trade but are seldom held accountable.

Once the news was published on Weibo, it won many netizens’ approval. More than 210,000 of them liked the Weibo post as of press time. “Human traffickers must be penalized heavily.” "100 percent support!" said some comments. Others agree that both the traffickers and buyers should face harsh punishment.

Zhang’s website has reunited more than 4,300 families over the past 12 years. Last year, Zhang was selected as a delegate to the 13th National People’s Congress. Feeling the responsibility on her shoulders, she believes that she should let more people hear her voice: to provide care for families with missing members and try to find missing children.
