Tobias BIANCONE, director general of ITI from the UNESCO, said at the 2015 Shanghai International City Culture Forum that a city's public culture should be made up of everyone in the city. Citizens should not only be consumers and viewers of culture, but also participants, creator and facilitators, which can made them think about and change their lives.
